yes ther is and hears how you do it go to paint program open the my documents undear sim city 4 open the regions folder undear the region you whant then in the paint go to image the go to attributes then chaige the with and height to the size you whant but not to large or it mite crash try a 20x20. one more thing if you whant large city tiles paint the hole thing blue for medems green and for small Rad. thats it.
