It took me awhile but I got this all straightened out. The version of Windows 11 is substantially different when it comes to files than my old version on my old computer. I finally figured it all out. If the moderator would like to remove this topic that is fine with me. -

My computer up and died this week. Totally failed to the point I could not even start it. I was able to get a new one and have been trying to get SimCity4 back to how it was on my old computer. I have downloaded all the performance and graphics plugins. When I start the game it fails to load the graphics configeration files, dgvoodoo does not start as the logo is not on the screen and my regions file is not loading into the game. Anybody have any thoughts on what is wrong? -
To Kel9509 and everyone else who has helped me along my SimCity4 journey especially the last several months. This is an update to let me know that since January 2nd I have been able to load and play without any issues, NONE! Thanks to everyone who helped me work through the issues to get my game working. THANK YOU!!!

Thank you. Yes you are right I did not understand the warning message. I am glad that your response is now here as it explains what needs to be done to fix this and your explanation of why is very valuable. I wish this was available when this popped up the first time I encountered it. Thank you for the information. I'm sure that others will find this valuable in the future. -

Yes, to null-45: s 4-autosave. The INI was by itself in the 150-mod file and the two others were in the root directory. I got it fixed but wanted to document this for future newbs like me. Thanks for the explanation. -
I have discovered that SC4Pac loads the AutoSave plugin files in two different spots. This causes the "can not find settings error." If you put the dll file and the log file in the 150-mods file the error disappears and the instability this caused in Crast to Desktop incidents disappear. Can this be corrected? The ini file is loaded into the 150-mods file and the log and dll file are loaded into the plugins root directory/file. At least that is what has occured in my sytem.

Kel9509, I am up and running with everything working. The SC4 Pac loads the graphics and auto load ini's into the 150 plugins file for some reason but the dll files into the plugins root directory. When I moved the ini's to the root plugings directory everything loaded with no video and very quickly. It took awhile to get here but I learned what was wrong thanks to your help. I'm going to go build some cities now.

Thanks, I'll work on this and let you know how it goes. I am using a GOG purchased game but did not use this download function. You can download from their site without thier app. Your analysis of my files is correct.

I am so close. It now loads in full screen but to get there is a little complicated. I start with the shortcut. It loads to a black screen with a small arrow that immediately gets larger. That's it. I've waited over a minute and nothing else happens. A couple times by picking the task manager it would bring me to a screen of code. I hit the x and got rid of it and the game loaded in fullscreen without the video. I've tried it several more times and control/alt/delete does not work so I have to restart. This is crazy. Happy New Year

I am using SC4Pac to install. The ini file was not with the dll and the log file. I'll keep trying. I'm concerned I don't have DG Voodoo set correctly and that might be part of the problem. Could you send me a photo of your Voodoo files? It is now loading without video but into the small screen. I am also getting this in the graphics log file.

I now have a graphics log file and it is showing this message: SC4GraphicsOptions v1.3.0 9:50:36 AM Failed to open the settings file.

I am back to square one. I removed the stuff in the target shortcut. I am now back to the small screen. As far as I can see, I have the information in the graphics ini file set correctly as per your copy. I have the intro set to false and it is running if that helps. I don't think the game is recognizing the graphics ini file.
