Neighbor deal for trash that use railway and ship?

Hi Can somone create a mod where you can send trash to another city with Trains and ships? Or does a mod like that already exist? I've seached around but haven't found anything. The closest thing Iv'e found was a mod where the trash was loaded on ships and dumped off the edge of the map. Thx
