The docks are down the one side that has water. Maybe a dry docks might work... Nope cant build docks away from water. Airport doesnt work either...

seaport end to end, which cut off one neighbor, I thought having a sea would create an ocean neighbor. Very generous tax rate All those ordinances are on. 1 rail connection, done very late. Road connections on each tile... I changed the pak file so that things that affect industry land value do so negatively.

Why the ticker message? I will try looking at population graph. PAK is heavily modded. I think I found the problem.... is there no way to fix it? reduce sim health?
