I don't doubt what you are saying is true. After a terrible Windows update, my SimCity game would not function at all. I went and reloaded everything, but I couldn't get the game to run like it did before. By following the advice this tutorial, I finally have my game back. I did try the DLL mods, but I could not get them to work. Th resolution was what I would call "8-bit" at best. At least I am back to where I was before that Windows update and it seems to run like before. I'm finally back to building my first city since I somehow lost all the ones I had going.

Thank you for looking into it. Believe it or not I found a simple solution. I found a video on youtube, regarding running SC4 on a Windows 10 or higher machine. The guy has code saved on Pastebin.com The fix was a change to the shortcut's target code and a few changes to the GraphicsRules.sgr file. I followed the instructions and I have full screen and great resolution. I can finally go back to building cities and making my wife mad...lol But seriously, I really appreciate you all for taking the time, reading my post and giving me advice. It really is very much appreciated. I can honestly say the Simtropolis community is awesome! Than again!

I've been playing with settings since last night. I used to use the Sim Launcher program, and never had an issue. I know those were taken down and they made individual DLL for basically doing the same thing the old launcher did. But now, I have the DGVoodoo 2 for the graphics and it doesn't seem to be working the way I would think it should. I can't get a full screen like before, and I you might have seen, there's certain things, like clouds and waves, that look '8 bit' to me. I read about another file that's on github, but there are two on there and I have no idea which one I should use. I'm afraid to make it worse that it is already. I've also changed the compatibility settings in Windows. I've tried XP service pack 3 and today I tried Windows 7, but it looks the same as before. Again, thank you for responding. It really is much appreciated.

Ok, the game seems to run ok, but now I have another issue. If you look at the pic I attached, the clouds don't look right. The same goes for the water at the shoreline. Does anybody have any suggestions as to what is causing this? I don't understand how this used to run just fine and looked great and now I can't get it to come out right. Thank you!

Update: So I started a city and come to find out, some of the mods and props I downloaded and installed, don't work. They don't appear as an option and no matter what won't appear. A custom fire station for one, as an example. I checked the plugins folder and they are there. All the dependencies are there. I'm about to give up on SimCity and find something else. Maybe this is a sign I've spent too much time and too many years playing it.

So, I did the fresh install. Reloaded all the mods, dependencies..etc. The game runs. Mods seem to be working, but I'm still having an issue with clouds, of all things. Not that it's a big deal, but the clouds during the game look "8 bit" to me. Anyone have any ideas?

Thank you for the info. I think I need a clean SC4 installed. My original CD was lost, so I downloaded it from Amazon. After all the file mess, I downloaded it again, but errors were popping up during the download. So, I'm thinking of getting a fresh version. The game would run, but there were also issues with graphics. For instance, any clouds looked like they had pieces missing. So, I'm going to try a fresh download and see where it takes me.

Thanks to some issues with a Windows update, I ended up having to reload SimCity 4 and go find all the mods and dependencies I was using. I have everything reloaded, or so I thought. I went to start the game and I have a warning regarding a missing plugin pack. Specifically, it says I'm missing Plugin Pack 0xd38b67d3. In hex it translates to 9711, or 00009711. Does anybody know what I'm missing? I searched the catalog and that particular pack is not in the list. Any help would be greatly appreciated.

Thank you for the input. I believe you are right. The police coverage is still there as near as I can tell. I know it has to do with a mod I just added, but I'm not sure which one. -
I downloaded a large police station, which provides coverage for almost the entire city. The problem is, now when I mouse over and inquire, it says it's not a police station, but "Lillard Audio". I know it has something to do with another mod I downloaded, but I can't find which one. Has anybody run into this before?
