  2. I play a lot in sandbox mode. Currently, the city hall and resource HQ's are fully upgraded, but I think it would be cool to chose from all the building options rather then the fully upgraded ones. For example, in some cities, I'd rather not use the upgraded city hall building and would rather use the town hall. Would love this if it's possible.
