To everyone: read the description, its my first lot and ithats the first lot i think to do,so please dont be mean, i will build more bigger ones and functional in the future, i just need to know how do it functional and need to know how to make a bigger one, if anyone know how to do something of that, you can upload it

hi, i have downloaded justinsim4 sim nation international airport, i get into the lo editor, i want to modify it to look like in the photo, (because i dont hace he building props in my sim city4) so when i want to put a control tower in the lot, and save it is goes out a message that says: "failed to to open SC4lot file, what is going on???!!!! pls help soon
