  2. Hello All, I am being charged for, but not being paid for, regional utility exchanges, such as power and water. It is very frustrating, to say the least, when I'm footing the bill for three cities' power consumption but not getting paid for it. All the while the other cities are being charged for it! All the indicators say that I'm providing (the simplest of all being the fact that the other cities don't have power plants..), and the power plant itself shows that it's shipping out X k/w/hr. Has anyone else encountered this problem and if so, have you found a solution? Regards, MM
