If your having trouble with cars, go to 'settings' and change the traffic level, hope that helps.

Here's the link for the street parking.  It's European, so you have to place everything backwards.  It really only works well with one way streets and roads, but it completely transforms the look of any urban (or rural) area...

I learnt there is a traffic generator lot on the STEX.Have you tried it?
I wanted to suggest lot edited roads but the complex interchanges that are a beauty in your cities can't be done in lot editor.

BOY! I just woke from a strange dream!  i Dream-Of-Jeenie that i was 'up yunder' and I had powers where i just waved my hand and boom!  All sorts of traffic flowed into Rum Rock!  Whew!   Well im awake now.  But a TON of traffic just might be headed your way from Peyton-heh-heh.

I'm not 100% sure because I don't have the layout of your city in front of my, but it appears that there is very limited access to your central business district from the freeways you have surrounding it. If you want to increase traffic downtown, add some more access ramps connecting downtown to your suburbs. That will allow traffic to pick up a bit more.
