Heh. That pic was taken about 5 minutes before it was posted. My roommate has christmas lights up just because they look cool. Other guys like them up year round, too. I think it has something to do with creating a party atmosphere, y'know?

They're odd colored christmas lights, though. Just Red/yellow/green/repeat. Usually they're either all one color or the whole rainbow. A three color combo is unusual.
