I have spent hours searching for answers, yet I cannot get ANY high wealth R, Cs, Co, or I-HT.

Health, environment, education, safety, traffic, crime, 0% tax rate, high land value, large airport, passenger rail, swimming pools, sports fields, parks and plazas, park aura, landmark aura, clean water and air, town hall, city hall, mayor's house, farmer's market, university, radio station, neighbor connections, desirability, yada yada yada.  All perfect.

Ran sim at rhino speed for at least 4 years.  ZERO high wealth.  Demand won't even change.  

Makes no sense.  And this is a pivotal moment--I feel I have to get this last piece in place or I'm flirting with joblessness if I expand without high wealth.  It's been a struggle just to get to 55k--zone, delete, re-zone, delete, rinse and repeat, ad infinitum--which is fine, but why this?  Had no problem getting high wealth earlier, but changed my mind, and wanted to further develop other parts of city.  Now I return to get high wealth, and the game just says no?  What could I possibly be missing now?

Demand begets more demand, so you need to create enough $$$ wealth jobs that $$$ wealth sims want to move in. This should be simple since you don’t need high wealth businesses to get high wealth demand. Once you’ve a high enough EQ, CO and I-HT demand should appear naturally. If it’s not, then you need to pay attention to demands and work out why.

For example are you using Mods that might mess with things? Marking all zones as historical or preventing upgrades elsewhere. But if you have zero demand then something in your RCI mix would appear to be horribly wrong.

    I went into SC4pac to see what I got.  It's pretty simple.  CAM/NAM.  The only plugin I recently added is Industrial Revolution Mod.

    Removed it, and nothing changed.  I'm just gonna scrap everything and start all over, yet again.  Haven't had a good play through since the game was new.

    Can someone get AI to re-compile this and call it SC4.5?*:)

    It could be helpful if you shared some screenshots of your city with us. The purpose of some objects and rewards is to rise a development cap on some of the developers. Placing a park, a university or a new school, while it may help, does not automatically draw R$$$ residents to your town but it does raise the limit of how populous a city can become.

    Having this in mind, try to control what is being grown in your commercial and industrial zones to try and make sure that your are getting buildings which can accommodate R$$$ workers (College grads don't want to smelt iron. Uneducated citizens won't make good software engineers.)
