I think you may be right about that. I was just looking at the Lua code for the BSC Daeley Regional Tracking Mod and one of the Lua files contains a warning that packages which reference it must have a higher package number.

Those characters tell the game the start and end of the package id so that it can process it. The game then runs the extracted -package:0eecf277 text through its command line parser to get the 0eecf277 value.
