Need help with creating a T21 mod for OWR 1 2 and 3

Hello I am currently creating a T21 mod for REW that will allow lights on the road without requiring zoning however they are all conflicting with each other and I'm getting around this issue by dat packing however I'm unsure if there's a better way as this is my first time creating a T21 mod the 3 dats are in the post so please let me know if I did something wrong.

 

I just tried dat packing OWR 2 into SimCity_1.dat and that failed to solve the conflicts with dat packed OWR 1 and 3

I'm not sure DAT Packing them is a very good solution. Before you can create a T21 mod that alters an existing one, you need to know of all the existing T21s. I'm assuming in this case those are simply for the general OWR network, I wasn't aware of T21s being included for the REW pieces themselves, not that I'm hugely familiar with it frankly.

Any T21s you make that use the same ID as the existing ones, should override their behaviour. But, there may be T21s that use the same Network ID, the way T21s work is that if you have multiple T21s for the same piece, the one which displays will depend on the conditions of the the T21s. Should more than one T21 share a valid setup, one of these will be selected at random. If that's what is happening, clicking around will cycle between such T21s changing the props on the affected pieces.

In the event that one piece in your mod required less T21s than those that exist, you should either delete the original T21s or create special "Cancellation" T21 overrides for those T21s that cause problems with your new mod. I uploaded a suitable template for that a while ago:

You just need to give it the correct ID and Network ID for each T21 you want to suppress and include them with your override.

    Eh.. its too much work just to get lights on OWRs for me at the moment. I worked on this a few hours with no progress so I'm kind of done with it for now I'll work on it when my morale for this mod is higher thanks for your helpful post anyways.
