Need Info - What game is this?

I inserted an image below. What Sims game is this, exactly? This is amazing. Is there a game that looks like this where you can build exactly what buildings you want without having to use a budget or have rules? I'd like to just try creating my town from real life. Thanks!

That's definitely SimCity 4, though I think someone tweaked their images to brighten the contrast a little. All the buildings are stock in-game structures from the Deluxe Edition. The trees are HD customs, likely downloaded from here or SC4Devotion.

Someone can probably give a better response than I as to a totally custom city without rules/budget - i.e. "sandbox" mode - but it is possible with some work. Several city journals use similar techniques to get their builds the way they want.

Following on from what @brancra posted above...

SimCity 4 is a most excellent simulation, and the great thing is the freedom of creativity it allows. For example, it is possible with the moolah cheat (which this file provides) to set the city budget to whatever you desire. Whether to focus on playing sandbox style or within the conformities of the gameplay, this is the choice of each of us as mayor. The sky is literally the limit, and so many possibilities which custom content provides as well.

When you buy the game, I strongly suggest buying it from GOG.com (without the GOG Galaxy option).  The GOG version is fully patched, DRM free and you don't have to be online or connected to a server to play it.  The next best option it to buy it from Steam. Of course you will have to be online and logged into Steam to start the game.  I would avoid the Origin version of the game.  I believe if you buy it from Origin, you will have the issue of the game not being fully patched and being unable to use custom content.
