What you are experiencing with the buildings going flat while you scroll is a built-in function of the game when the graphics card is lagging. This allows you to scroll around faster because it suppresses their display until the GPU catches up. Without upgrading hardware, about the only possible help is to pause the game while scrolling. This might make the issue a wee bit less pronounced, but won't likely totally solve it.

Hiya @zipthehip25, I have been through this issue before, i remembered that by dealing with it, Just added a start up parameter of "-w" in shortcut, it will make the game running on the window mod, here is my parameters right now:

"C:\Program Files\SimCity 4\Apps\SimCity 4.exe" -w -CustomResolution:enabled -r1920x1080x32 -intro:off -d:DirectX -CPUCount:1

Moreover can you describe more clearly about you computer, I thought it would be more helpful so that our experts offering more specific advice about it. Such as the content of your config-log (this txt file locates in your App folder with a appendix of your username), Sorry for wasn't able to be more helpful, Good Luck!:}
