Ayo so I used to play SimCity 4 quite a bit and frequented this website back in the day though I have long since forgotten my login credentials, anyway, I decided I wanted to play some more SimCity 4 but on my new computer which is a high end machine. I moved the entirety of my plugin folder from my older computer but the plugins do not work as intended ingame. I have managed to fix some of it by running the installers which were present within the folder, however the majority of the plugins are present as folders with DAT/LOT/desc files. etc without installers, and as a result, do not show up in game as intended. I was wondering what kind of work around there is for this, if any? It would take a very long time to manually redownload every plugin I have since there are literally hundreds of them, many of which are from third party asian websites and sc4devotion.etc.

Where did you put these Plugins?, you should ensure all SC4 Mods are located inside the Documents\SimCity 4\Plugins folder, otherwise SC4 may not load them. The installers will usually do this for you automatically, but if you've a bunch of SC4 files, then it's down to you to put them in the right place. In theory, a working Plugins folder can simply be copy pasted between machines/installs and it will work the same as before. That you have a bunch of installers in your original Plugins folder, does start ringing bells, since they should not be kept there. Most players have 2 sets of Plugins, the first somewhere safe where SC4 doesn't see them, contains everything downloaded in it's original state. The second contains the installed files from the first set. If you organise both these folders with a system that works for you, it makes managing Plugins much easier.

There is no quick fix if you find things aren't working. In the time you've been away, a lot of Asian sites, amongst others, have disappeared and some of that content may be difficult or even impossible to find anymore. The good news is that it certainly sounds like you've got a lot of the files you need. If you are certain they are in the correct place and being loaded by the game, we can look at a few specific examples of problems and hopefully shine a light on the exact causes. For example if an SC4 Plop Lot doesn't appear in menus, usually that means the Buildings Exemplar is missing. But it doesn't wholly make sense why you'd not have them but have kept all the Models and Lots?

    Actually I was able to fix my problems, strangely when I copied the files, most of the BATs did not carry over. A second copying of my plugins folder has fixed most of the problems, there is an annoying problem that has made some of my lots and trees have snowy textures and I can not seem to find the culprit for this, I have deleted everything which mentions snow in the folder but to no avail so far...
