Not Loading Plugins, Regions & dgVoodoo

My computer up and died this week.  Totally failed to the point I could not even start it.  I was able to get a new one and have been trying to get SimCity4 back to how it was on my old computer.  I have downloaded all the performance and graphics plugins.  When I start the game it fails to load the graphics configeration files, dgvoodoo does not start as the logo is not on the screen and my regions file is not loading into the game.  Anybody have any thoughts on what is wrong?

It took me awhile but I got this all straightened out.  The version of Windows 11 is substantially different when it comes to files than my old version on my old computer.  I finally figured it all out.  If the moderator would like to remove this topic that is fine with me.
