Holy cow I have been at this for hours.  Where is the dang game data for the Steam Version stored?  I tried ctrl+clicking and "Show Package Contents" on the SimCity 4 Deluxe Edition app.  I tried it on the Steam app.  I looked in Library but there's no Steam folder there as someone suggested.  Please help!  Trying to find Simcity_1.dat for the CAM install.

I wish I had an answer. I'm unfamiliar with both Macs and Steam. Is there a search the whole hard drive option in whatever file explorer thing the Mac has?

Have got Steam open now .... am on Linux but the Steam menu should be the same regardless of what operating system you are running, so to view the files on my computer

STEAM - Library, right-click on SimCity 4 Deluxe and then select Properties and go to the Local Files Tab then click the Browse Local Files option and it will take you to the game directory on your computer ... or at least it does on my computer

    YES!!!  Thank you so much!!!

@CorinaMarie: search doesn't work because the files are hidden within some sort of app package.

No, I'm not a native Mac user.

catty-cb gave you where to look for the game files, but note that our user files are stored at ~/Documents/SimCity 4 — this is where we need to install any plugins or regions we wish to use. I generally drop an alias to that folder in my Games folder. SC4 folder icon attached FYI.

I am a Mac user however I play this game on Windows. However I do have it installed on Mac. What you wanna do is click on the finder icon, click on the Go menu and press the option key. The Library option will appear, you will want to go to "Application Support" , then Steam ,  then Steamapps then Common then SimCity 4 Deluxe. You will find the SCIV app file. What you will want to do is control click on this and select Show Package contents. You will see Content , you click on that You will see three folders GameData , MacOS and Resources. Much of the games files are in GameData.  You will find that some differences from the Windows version like that the opening movies are in .mov files in the video folder. You can replace these videos with what ever you want as long as they have the same file names as the originals they will play.

One difference from the windows version is when you check the custom tunes box it cues up iTunes rather than playing what ever additional music you have added to those two music folders.
