Is there a way to mod SC4 Deluxe?

i have been playing SimCity 4 for a while on the deluxe steam version and i wanted to play with mods, so i checked if there was a workshop but there was no workshop saddly.

any help for a brainlet?

edit: i mean by dowloading mods not making kappa.

I'm in a similar situation as you, except I'm not using the steam version. I'm new to the modding culture in this game, and so far I've had luck on this site as well as sc4devotion. Both sites have mods that you either have to drag yourself, or include an installer you can run.

It's true that SimCity 4 modding is quite different from workshops. Custom content can be found on our STEX (which is the SimTropolis File EXchange). For example, starting with the SimCity 4 Buildings and also notice on the upper right are sub categories.

Because of the age of SC4 it is one where you do have to download what you want, unzip the files, then either manually place the appropriate parts in the Plugins folder or run an installer if that's how it was packaged. Here's a few resources to get started:
