hello,everyone 

1.Is there a solution to the texture break that occurs when the monorail is connected diagonally?

2.I want to fill the empty space in the middle of the road with some kind of decoration. Are there proper plug-ins?

1. That looks like an unsupported intersection. Sadly, the NWM networks are still only partially complete on terms of intersections, so this would only be resolvable with a newer NAM release. From what I know, the current development for NAM 37 does not include support for such intersections, so the wait is due to be longer.

2. Yes, there is one:

Nevertheless, you will have to choose which wealth level you will want to use, as the central lanes are too much apart from the lots on both sizes to 'feel' their wealth level and change accordingly.

Matias correctly states that such diagonal crossings over multi-tile NWM networks have yet to be supported in the NAM. You could convert that section to RHW-6C, which retains the 3-tile width and will support the monorail as a work-around. Just bear in mind any RHW tiles will not be able to support zoning next to them.
