Overhanging lots

As someone who has done very little modding, I am after some advise in regard to over hanging lot's both creation and function. 

Below is what I want to create, I want the runway, taxiway and grass to over hang the freeway that is underneath. 

 

So the first question is, if I have over hanging lots over the freeway, will the freeway continue to operate normally? Note: I know the runway and taxi way over than lights is non functioning and I dont intend to add anything to it. 

Next question, as someone who has done next to no modding in the past, am I going out of my depth to quick to soon?

If anyone has any guides or props to help feel free to let me know where to find them.

Overhanging lots are not possible - you must be confused with models, which are allowed to overhang a lot. The best option I could find would be to do something like this:

Note that there are no tunnels for RHW, instead, avenue and OWR tunnels are used instead to complete the system.

 

However, I swear I have seen a runway overpass somewhere here before which would be exactly what you are looking for, but I just cannot find it at all. You may want to check out xannepan's airport runways, which I believe are model-based.

thanks for your reply @nos.17, looks like I may need to go back to the drawing board and think of a way around the issue.
