Program Language Problem

Sorry but this is a repost of a topic I submitted earlier to the SimCity (2013) forum by mistake.

I have recently begun to experience a very strange problem with my SimCity 4 game which was downloaded from GOG a few years ago. I have played this particular game for about 3 years and am just now beginning to have a problem with the language that appears on the screen when I play the game. A few days ago, for some reason, the screen language switched from English to what looks like some sort of Scandinavian language for no apparent reason (see screen shots below). I tried to research this to determine what was going on but could find nothing. I then decided to just solve the problem by doing a fresh, clean reinstall from my original GOG download but the same thing continues to occur. Except for this problem everything else is working fine as before. I am at a total loss and would really appreciate any guidance to help solve this anamoly. Thanks in advance for your help

    Thank you all for your assistance. I did manage to solve the problem with your help; still can't figure out what caused it in the first place. Must have been the ghost in the machine.

    The game loads a "locale" file based on a selection you can manually change. Somehow the linked locale must have been altered for non English text to appear. The fact that you've fixed it would mean it can't be something like a mod in your plugins folder, (unless deleting one such mod was the fix). So that leads us back to the locale for the game having been changed. Uniquely for the GoG version, a special application "Language Setup.exe" handles this process for you. It saves any changes to the registry, so re-installation will not alter the language, you must run that app, found in the install directory to do it.

    Long and short, if it changed, someone changed it, most probably running that application. If that doesn't make sense to you, then you might consider who has access to your PC that might have altered things. Because there simply is no way this just happened as some sort of bug or error.
