Zones stopped working? Also, policies? HELP!

Okay, so recently I was playing C:S, everything was fine, I started a new suburb, and I've noticed that, regardless of RCI demand, nothing that I've zoned would build. Also, I've noticed that when I enter the Policies menu, it doesn't show. It just exits from any other menu I've selected before, but it doesn't show the menu.

I understand that this is very likely caused by a mod, but I'm not sure what exactly happened, because I haven't installed any new mods when it happened.

Is there anything known to cause this? I don't know what to do, because this makes the game essentially useless.

EDIT: I unsubscribed from Building Themes and the zones started working. Not sure about policies, though.

I'm not sure why things aren't building. It could be that the demand is simply for another zone - residential demand can be mostly for high density or mostly for low density, so you might have one type not spawn even though there's demand. If there's a district covering the area and you're using Building Themes mod, it might be there's no buildings for that zone type in the selected theme. Also make sure there's water and electricity as that makes it more likely for buildings to appear (they will without if the demand is high enough, but in the later game they get more fussy).

The policies not opening is an issue I've had before a while back, but I'm afraid I can't say what's causing it. Usually it isn't all the time it won't show up making it hard to pinpoint the cause. Restarting the game (sometimes a few times) usually did it for me. You can also check which mods have updated since before it started and try disabling them. Lastly if you are using Building Themes mod, you can try unsubscribing the mod and then subscribing to it again.

Some other possibilities: In the advanced game, residential buildings will often not spawn if there isn't any fire or police station in the area. A school or a park sometimes also work wonders.

    That's definitely not the case here, because I have a lot of public buildings and everything needed in the area.

    Hmm, funny. I noticed that Building Themes prevents the growth of 1 and 2 cells wide buildings on 8 cell deep lots if those rely on extended lots, at least for the self-sufficient residentials.
