Why is `SunnyProperties.SunnyRender.DayNightCloudsProperties` disabled by default?

SunnyProperties.SunnyRender.DayNightCloudsProperties is a boolean property that determines whether the sky has an actual skybox image applied to it or not:

It doesn't look like a mod is disabling it (the property still defaults to false with "--noWorkshop --disableMods" appended to the launch options).  Is there a reason for this?  I always find myself using ModTools' scene explorer to re-enable it because of - to me - how much nicer it looks compared to the regular, empty, rather desolate-looking sky.

That's nice. I remember seeing older screenshots of the game and wondered why it had sky like that, I've seen pretty new screenshots with visible sky as well, so I'm not sure what's going on there, perhaps something to do with dynamic weather enabling it in certain conditions?

I think they disabled it after snowfall. I don't think there's a different skybox for different weather conditions.

Mb smbdy could make a mod to enable skybox? That would be awesome!
