KERNELBASE.dll caused an Unknown exception type (0xc06d007e)

There are 3 possibilities this can happen. One, your driver could be the culprit. Try to update/downgrade your driver, especially graphics (looking at you, Nvidia) and audio. Both have historically problems with essentially any game, C:S most likely included. Second, it could be your antivirus blocking some API calls (it's a bit insane but it's not that far fetched) or more likely, temper the system files. Try to deactivate your AV for a while and get the system files out of quarantine. Be noted tho that your AV may quarantine your system files because of the files are infected somehow. Which brings me to point 3.

I could send the replacement file but since this is a DLL connecting to the kernel, I'm afraid it couldn't work with any system and possibly makes everything even worse. So, I'd recommend you to type

sfc /scannow

into a cmd window. Windows should notify you if there are files that broken and will replace them with online ones. Make sure that you're connected to the internet reliably during this process. If it doesn't work, you might as well reinstall your Windows as your Windows is most definitely broken.
