Let's say I built 2 elementary schools next to each others, do they boost the areas where their coverage circles overlap by 24 or 48?

I'm fairly certain there is no benefit in the overlap area. Each school will simply have less attendance. I believe it's similar to medical facilities. If I have one with 100 patients and plop another nearby they will split up with one having 48ish and the other 52ish.

Yup, Corina is right. You can also verify this with a simple experiment, plop two overlapping schools, and IIRC you will see the attendance being distributed between the two, meaning that sims won't attend two schools at the same time, instead they will choose one. Same goes for those mixed-type (elementary+high) - also called "Consolidated" - schools, like the Handley or that rural one by Deadwoods. These cover the age groups of both elementary and high schools, and if it happens to overlap with an elementary or high one, a sim will again pick one of the two.

An exception is the Private Schools (rewards). If they overlap with a "public" one, attendance won't be divided between the two, which means sims eligible of attending the private one, will actually be attending both! Don't know what effect this has in EQ though. You can run some tests (write down and compare results with and without the public one), but these results take quite a few game-years to appear, and may not be easily noticeable.
