More City Tiles

I'm a very big fan of the Sim City franchise, I played SC4 to exaustion, built big regions and stuff. I was away from the series, but today I decided to try Sim Ciy 5, and I loved It! The only problem is that regions seem too empty, even my beach region that is supposed to have small-medium cities. I installed Project Orion to make tiles bigger but still I can't start more than 3 cities and this "Big Construction" thing, the region looks empty.. Is there a mod to change this? Can we get up to 5 or more cities in a region in SC5?

First, region editing is not possible. Second, transforming a Greatwork into a city tile is not possible either. Third, the Orion 3k mod is the only alternstive to have bigger tiles.
