Some generated maps are too high

I've been trying several maps that use the old config.bmp and height jpeg method to import.  On a few of them, such as https://community.simtropolis.com/files/download/5258-melbourne-australia-20-xl/ and - there is no ocean.  If I create a new city, and sink each map by two licks of the lower entire terrain button, I get water back but obviously I don't want to have to do this for every city.  What could be causing this?  I've also tried to open sc4 terraformer but I get a splash screen, it opens the readme, I select my region folder and then every trace of the program disappears.

SC4Terraformer has a dependency, linked in the description.  Make sure you have that or it won't work unless you're running Windows XP.  It's not a game file but rather a DLL which goes in:

 

C:\Windows\System32

I warn against doing the above. Putting untested, unverified .dlls you pick up off a somewhat questionable site into your Windows main directory is asking for catastrophe. In this day and age, no user should ever be putting anything into the Windows folder unless it is absolutely required for a program's functionality. Such is not the case here.

 

Put the .dll file into the same directory as Terraformer's executable. It will work just as well.

    For SC4Terraformer, when it prompts to select region folder, you MUST select the actual specific region folder, as opposed to your general "Regions" folder, or nothing will happen.

     

    So if you want to Terraform a region called McCall you'd point it to \Documents\SimCity 4\Regions\Mcall and not \Documents\SimCity 4\Regions.

    Have you installed April 2006 update to DirectX 9.0c?

    This'll install every update to DirextX 9.0c you may be missing.

    Back to the jpg/bmp issue. You might have a height mod file in your plugins. Look for a file named something like '1500m.dat' (or some other number) or one called 'import.dat'. These are files required by some maps that you may have inadvertently left in. You could also try rendering the maps after first moving (not deleting) your plugins out of the Plugins folder.
