It has been awhile since I have done anything with Simcity 4 Deluxe I have a new desktop with Windows 8.1. My question is when I download from the STEX or LEX from SC4Devotion do they need to go into my plug-ins folder? Thanks for any help.

Yes. When you download plugins, you normally place them in Drive:\Username\Documents\Simcity 4\Plugins. :)

Er, not quite.  You need to unpack them first, then put in only the files that are relevant: *.sc4lot, *.sc4desc, *.sc4model, *.dat.  the rest is documentation.

does it hurt to have the documentation in the plugins folder? I never bothered removing it.

You can keep the documentation in the plugin folder without much problem, but it is recommended to put the non SC4 related files, such as documentation, in a separate location outside of the plugin folder. It's just a sake for favorable game performance.

    SimCity 4, it's not a game; it's a work of art.

It's needless junk that the game has to comb through each time it loads the game. Take it out so it doesn't have to waste time going through things that don't mod the game.

It is probably worth dropping non-plugin stuff.  I never move it in.  I keep all my downloads in a separate area and only accept plugin material into my game.  I sometimes compress stuff using Files2DAT by ilive.
