Region folder is inaccurate: impossible to install new ones

Hello there, I have a problem, I'm new here and trying to install a few cool regions that people have made. I have read the instructions on how to do it and they're either very out-dated, or my game is installed incorrectly. I'm running SimCity 4 Deluxe Edition through Steam. I can find the folder in Steam and get into the Regions directory, but then I click on them and they don't have any of my city names in there, and they're all called RollerCoasterTycoon files (?!?!). I own RCT also but why would that overlap into this directory?

Anyway, if I create a new region in the game, the folder for it does NOT show up in my Regions directory outside of the game. If I create a folder OUTSIDE of the game (and put the grayscale and bitmap pictures in it), the region doesn't show up INSIDE of the game (when I click Load Region... it simply isn't even in the list). Is this because I'm running the Steam version or what? I feel like it's corrupt data or it isn't updating or something, because any change I make inside the game is not shown outside of the game in the directory containing the Regions, however my cities have always saved fine, and new regions created inside the game can be used and saved.

Any help is appreciated, I can provide pictures if you so wish. Thanks for your time!

I believe that's correct.  The game is designed for multiple users so the residency area is for systems use only.  Your files are in C:\<yourid>\Documents\SimCity 4\

You are looking in the wrong Regions folder. The proper one is not in the installation directory, but under My Documents/SimCity 4/Regions.

I've tried to install new regions too, but it turns out that when I go into SimCity 4 to play the new regions, they look like crap and don't even have any city tiles :)

Thank you very much guys, very simple overlook on my part, my bad :P Loaded up the top-of-the-list Hong Kong region and it looks great! Thanks for the quick reply!

P.S. Still very curious as to why my computer is calling the city files RCT files. But that's not important I guess.

It depends on the file.  Some older regions come with a greyscale JPG and must be rendered in-game (instructions are in a stickied thread in the STEX section).  Most regions have to be installed with SC4 Terraformer or Mapper (instructions can be found in the documentation).

Uh ...  Any new regions I publish will be gray-scale maps with config.bmp files.  Not everyone either likes nor runs the other programs.
