You should read the  which covers stuff like that.

 

Although it's easy to summarize:  right click on file, Unzip/Extract files, place in Documents/SimCity 4/Plugins

 

(Read the thread anyway; there are exceptions and important things to know)

FYI, you may need additional software to unzip .rar files

 

(just google .rar and you can find any number of free programs)

One I'd personally recommend is 7-Zip. It's free, and is compatible with the most common compressed archive formats, including RAR. Being a file manager, it allows multiple archives to be created / extracted at once. Therefore, it's much more flexible than the standard Windows file extractor (which can only handle singular .zip files).
