To be honest there is no real "groundbreaking" mods that have been written yet because the tools are still in their infancy stage. This, in my opinion, makes it not really worthwhile for a normal mod user to actually use the mods yet if they are not prepared to lose the game they paid for. Basically wait until things are a little more clearer on the subject. I dont believe they will ban but if you are not prepared to lose it then simply do not mod.

These mods essentially make the game playable, I can not get a refund since i bought digital copy, sso my money is wasted if I cannot use the mods.  That said, there have been no isssues using any of the mods so far except that Gameplay has become far far better than before.

This is my third post in a third thread:

I am not entirely sure it is even LEGAL for EA to be banning ANYONE for "modding" after their customers have paid at least $60, and as much as $80! I cannot find anywhere a specific definition of "hacking" nor a demonstration on how it harms their company and/or other users.

Without such a definition and demonstration both, I cannot see how they can get away with keeping people from using a product (service in this case) that they have paid for. It just simply should not work out in EA's favor on the legal scene.

There is the EULA, but that is far from clear in delineating the difference between "hacking" and "modding." Nor does it demonstrate the harm "hacking" causes to their company or other users using specific examples.

I would love to see EA start banning people, and their customers getting together to bring a class-action lawsuit against them. I, personally, have not purchased this game, but I am angry about their immoral practices all the same, as I was nearly drawn in to open my wallet. Thankfully, my "BS alarm" started going off from the moment I saw the crappy toy train model graphics, and got louder and louder with each video I watched.

Reasons it's ok to use mods:

1) The devs like that people are modding

2) If EA starts banning people for modding, the banned users will tell everyone on the Internet and EA will get more bad press which they don't need right now.

3) Modding kept SC4 alive for over a decade and it's still going, so more money for EA.

Reasons it's not ok to use mods:

1) EULA says you shouldn't mod things, but it said similar things for SC4 and modding was ok then.

I'd say using mods is ok. Outright hacking, which is manipulating the servers to say get you to the top of the leaderboard or to make a full offline mode is not going to be ok.

DONT use mods that change the prices of things in game, nor modify anything in the EcoGames directory. This will cause your city to rollback.

What's in the ecogames directory?

So wait, the servers auto-rollback cities with reduced money costs or server moderators see strange effects at city G, and go, take a look at its history, find a mod used, and roll it back?

As I understand it's automatic, mods and Cheat Engine to change money only happen on the local machine, the server has it's own copy of the EcoGames directory.  So if you change the price on a building thats 95,000 to 200 and you have 2000, you can then place the building locally but on the server it tries to place the building it costs the original 95,000 but you don't have enough money but it knows the building has been placed so this contradiction causes the city to rollback.

ecogames directory contains things like number of workers for each building, how power is produced/consumer, how it costs, etc.

i would like an official ea statement on modding

I would love official statements from multiple game companys, so far GGG (PoE) is the only one who seems to see the value in being transparent and even they wont make statments on things like custom UI, so honestly dont hold your breath waiting for EA to make an official statment, unless of course the statment is "BANNABLE" it aint gonig to happen.

Edit: for the OP, its fairly safe to assume that if EA deems mods to be bannable then they would give "fair' warning before taking any action against players currently using mods. of course after they gave warning if peopelk still continued to use them well... EA would have an excusses for banning players as they did give warning, for now they havent....   this is ofcourse an assumption, however from a bussiness stand point it seems to make sense.
