Sorry, that is not possible. And even if it were, a 'city' the size of an entire region would melt your processor(s).

That's not to say creating a large city over an entire region isn't possible - here's a great example of seamless region pic courtesy of packersfan in his District of Wenzel CJ:

I challenge you to find the individual city tiles :)

SImple answer : No, that can't be done, though you already try as hard as possible.

Long answer : Impossible, because the city tiles size already hardcoded and you can't change that. You can't change the size of the largest city tile become 12x12 or 60x60, because Maxis already make this thing become part of the hardcoded things. Large city tiles is 4x4, medium is 2x2, and small is 1x1, no one can change the size.

EDIT : SimCoug's typing speed beat me.

Thats what I was thinking, I like the challenge of blending my borders. If I ever took the time to post pics, I'd show a cool region where I have farms that are along borders, but as long as I save during the right seasons on each tile, its really cool, challenging, and fun to have seamless transistions across tiles. But SimCoug (Go Cougs!! BTW, fellow WSU member) is right, would totally melt your processor trying to render a tile the size of a region. I have a pretty decent comp and once I fill half a tile, it'll take its time rendering, especially all the thick forests I like to use
