You are expernicing what is known as the "Phantom Slider Bug"

Here is a explination and a fix as said by Ripple Jet over on SC4D;

It's a phenomenon known by the name of Phantom Funding Sliders Bug.

It is triggered if you, or someone else, changes the monthly cost for any civic building that already exists in your city. Normally that would be one of the in-game civic buildings. If that civic building's monthly funding can be set by a slider in the query (e.g. schools, hospitals, police stations, fire stations and power plants), then, after installing such a mod, the funding won't match what is saved in the city's save file.

The save file (*.SC4) includes the monthly funding AND the slider's percentual setting for each civic building. If the percentual setting for the slider won't match the funding, then the game will automatically change the slider, and thus increase or decrease the funding. Since they will never match, this will continue every month till the funding is either 0 or at its maximum value (at 120% funding).

There are two ways to remedy this...

1. Bulldoze all schools that have been plopped after you installed the mod that changed the monthly funding for those schools. Then save the city, remove the mod and restart your city. This option naturally requires that you know what mod you've installed, which schools have been modded by it and which of those you have plopped after installing that mod.

2. Bulldoze all school of that type in your city. If the school having a funding going down is an elementary school, you need to bulldoze all elementary schools in that city. If it's a high school, then you need to bulldoze all high schools, and so on... Save the city after you've bulldozed all school, exit the game and re-enter. quote>

So in my case I must remove all schools, fire dept's and police stations?

Is there a program I can use to check that the sum is equal to the monthly cost?

    There is no such program.

then please make one the phantom slider bug and the error no name bug are the worst bugs of simcity. Fix that and 80% of problems are covered!

Sure. Would you like to have a cookie with it?

Seriously, has it ever occurred to you that the facts that (A) the problem has been known for ages, and (B) there is no fix as of yet indicate that it's probably not as easy as "Meh, I'll quickly make a fix in five minutes"? Do you think that modders have kept ignoring the possibility on purpose just to annoy you a little bit longer?

Not to mention that the phantom slider bug is actually not a bug at all, it's merely a consequence of careless plugin handling. You build a city with certain buildings in it, the information about these buildings is saved in the city file, and then you take those buildings away, and the game tries to load what's in the city file and can - quite logically - not find what's referenced there.

What do you mean with "error no name bug", though? I've never heard about that one. 42.gif

I think the error no name bug is the thing in your funding menu where a school/hospital etc... shows up as "Error-No name", instead of the name of th ebuilding. Those are the ones that are strucken by the Slider bug.

Also to basically demand that someone do it for you is a bit rude.

Thank you! That solution worked for me! Bulldoze and reset kept me from having to start from scratch.

I believe i found another fix for this education bug.

I have 2 plugin folders. 1 under programs (x86) and one under users/user. idk why.  A few mods were in one and most others were in the other folder.

Simply put them all in the same folder and it seems to work.  Although recently my game has become buggy with traffic among other things

I hope the folder you chose was the one in C:\<your account>\... and not in the system residency.  The sysres folder can be wiped out in a reinstall without a whimper.
