I believe i found another fix for this education bug. I have 2 plugin folders. 1 under programs (x86) and one under users/user. idk why. A few mods were in one and most others were in the other folder. Simply put them all in the same folder and it seems to work. Although recently my game has become buggy with traffic among other things

A few years, actually, but i figured it out last night. I have two plugin folders apparently. one under C:\Program Files (x86)\Maxis\SimCity 4 Deluxe\Plugins and the other under C:\Users\User\Documents\SimCity 4\Plugins In order to make the fix, i had to log into my admin account, find the NetworkAddonMod_Volume_Data_View_Z_High_Custom.dat file and the NetworkAddonMod_Traffic_Plugin_Z_High_Custom.dat files in the Program Files (x86) plugin folder, and replace the out of date files under the users/user directories with these new files. That took so many hours of frustration to figure out. Ended up deleting ALL of my plugins in the process! lol -
NAM Problem with TSCT saving values

I had this exact same problem and followed all the instructions you all posted. The admin account allowed me to make the "changes", but they are not changed in the game. My sims still walk to work and wont drive! Any ideas? -

I have this same problem but when i turn off the park and ride option, nothing has returned to normal. The first time i set up the traffic simulator i had selected park and ride. When i figured out that i dont want it, i was unable to change it back. Now that i have learned that i need to be on the administrator account to make changes, it seems to have let me change it back, but it still doesn't fix the problem. -
