Rationing Problem

I've been getting the "citizens are subject to rationing" message and am wondering why?  I have an assortment of farms, in fact 10 of them in one city.  Is there something I am overlooking?

You might simply not have enough food. Check your resources and see if your food tokens are showing negative (a need for them). If so, you may need to build more farms or import food.

    Ah, retail to sell the food to the citizens! Duh, may be the solution. Will also check the tokens--would of thought 10 farms would be plenty but maybe not. Thanks for the suggestions.

    I don't get the 'rationing' message in cities with negative farming tokens.  I do get the 'rationing' message in cities with farms but no retail.  I bet it's a retail issue.

    Retail can be a little weird...I placed two individual zones and happened to get the same exact building which gave me the combination of commerce failing AND rationing at the same time (really frustrating confusion).  Commerce may need a litle micromanaging regarding building types, and the attention to placement as in other services.

    "Retail can be a lttile weird." LOL. This is probably an understatement. Seems like I read someplace you could have too much retail? Anyway, definitely something to think about.

    It is true. I've found that I can get a city up to about 300k people and only have what amounts to maybe 3, possibly 4 square retail zones at the most (using the square zoning tool 4 times that is). But citizens consume the retail, and the retail consumes the food (I think). At least I don't know what other industry on the map consumes food industry resources.

    I'm not sure but I have a strong feeling that you get that message when to many are out of work.
