3 questions:
1) Industrial Parcelazation - From Omnibus - "To encourage big industry to grow we need to parcelize the zones.  We do this by holding down the CTRL key when we zone." 

What do this mean?  I've tried it and nothing seems to happen.

2)  Also it says - "Holding down CTRL and ALT will cause the zone to face in a different direction (for instances when zoning on a corner)".  When does this come in to play - why would you want or need to do this? 

3)  What does the arrow mean when placing a bus stop?  Should it be pointed to a road and why?

1) When zoning with this techique, you don't see the lot you've zoned, but it's there. At least, it's what happens to me.

2) You may need changing the lot direction because of many reasons. Usually, when zoning along diagonal roads or near roundabouts or tricky intersections, the game doesn't zone very well and the lots point where they want. To force them to face where you want, it is useful zoning while pressing the Alt key. Do it and you'll see the difference.

3) Bus stops work even though they're not pointing to a road, like subway stops; but, as all the other ploppables, it has its own pointing arrow. I'm not absolutely sure of this last statement, so if I'm wrong, please correct me.

For industrial parcelization, when using CTRL you won't see the arrows or zone sections until you let go of the mouse button. You can use ALT to 'turn' the zone, but, again, you won't see the effect until letting go of the button. It may take a bit of trial and error to get the zones like you want them.

1) make sure the biggest size you zone is no more than i think 7x7 (experiment)... make them all different sizes smaller... do it by holding ctrl as you are dragging the zone (you wont see the arrows till you let go) and if you see you've made an error and they are facing the wrong way then dezone and hold alt and ctrl at the same time...

2) no arrows should be pointed at bus stops (building wont develop)... rezone pointing to the road

several caveats. you generally can't do that over anything built.. it must be clear area (industry "cntrl" zoning) also if you already have "zones" there, you must remove it and then redo it.. even if you do it and it "divides" and you want to redo it you must wipe it clean first.. that may be part of your difficulties
