Here are two ghettos in my city of Fresno (not a recreation)

i notice a lot of you have little parking lots in between some of the bigger tenements. are these plopped - and more importantly, do they function, or if not, how do you make them grow so neatly together?

^They grow with the lot, and no, they do not function. Although, you can get functioning ploppable parking lots from the STEX.

If you don't want CS$$$, just remove the stadiums, because they both rise commercial desirability. BTW, nice massive ghetto!
