As I said, the numbers on my chart are only approximate.

The exact numbers are impossible to pin down since they vary. You hit sightseer at 86, and anyone who does the same right about now will probably also hit it at 86, but give it a few days to a couple weeks and people will start hitting Sightseer at 87. Or 85. Or 88.

This is done specifically make it impossible to pin the numbers down exactly. Why? Hard to say what the original reason was, but now it's a matter of tradition. Back in the day, there was an administrator by the name of golfbunny who was in charge of all the ranks/labels (which back then were the same thing) who did things that way. He liked keeping the system shrouded in mystery. For his own amusement, sometimes at the expense of others. He's been gone for quite a while now, but his legacy of how the labels and ranks work remains. Common consensus, at least among the administration and old timers who remember those days, is that it would be an insult to him or some sort of bad karma to remove the mystique.

Actually there isn't much different because I saved the .jpg at 100%.

There's still noticable difference, though. Look at the words "Twixie Winner 2008". Notice how they're a little blurred in the jpg but crisp and sharp edged in the png.

Not at all. It's been there since early 2004. It was introduced the same time  "Local Legend", "Local Hero", and "Suburban Legend" were.

On a related note, the next one up, "Urban Legend", was likely the highest of the original set of ranks. Everything after that was definitely added later, with the possible (abeit not too likely) exception of "Hometown Hero" - which could have been around but simply never reached before ranks started getting added, but the obvious addition of what are now the first four legend/hero ranks indicates that it was likely added at the same time.

I went from Urbanite to City Slicker somewhere between 809 and 813. I didn't catch when exactly but I noticed at 813.

EDIT; Have I gone mad? Or is it just that I can't see? Strike that 813 and make it 810.
