you need high demand and high traffic volume...sometime congestion helps achieve this.

EDIT: 300th post!

I don't know if any of you would find this info useful but if you want to get a rough idea of the size and maturity of your city, here is the list of stage 8 CO$$ and CO$$$ (includes Rush Hour buildings).

Stage 8 Medium-wealth Commercial Offices:

-Wong Insurance

-Lucky Lizard Lofts

-Chong Inc.

-Vu Financial

-Fisk Insurance

-Calvin's Happy Place Plaza

-Waco Co.

-McClellan Inc.

Stage 8 High-Wealth Commercial Offices:

-Futa Consulting

-Brown's Records Inc.

-Mid-knight Office Suites

-Brock Furnishings

-Lillard Audio

-The Galvin Corp.

-Reamon Plaza

-Khoury Art Foundation Building

-Trottier Trading

-Cameron Cameras

-the venerable Pedriana Pharmaceuticals

-Hurt Enterprise Headquarters

-Hogan Wallace and White Insurance

-Cahalane Communications

-van Prooijen Trading

-Lind Entertainment

Click around your town and see if any of these names show up (obviously, a two-story office isn't a stage 8 building).

Remember that not all stage 8 buildings are big, massive, and have lots of jobs. The CO$$$ Mid-knight Office Suites building, for example, has more or less a similar amount of jobs as the stage 7 Wren Insurance building.

I hope this helped in some way.

Yes, it is helpful Deever. In fact, that's the first detailed list dealing with stages that I've ever seen. I've been looking for a complete stage list for a while now, but haven't been able to. I've looked in Omnibus, forums, google, etc... and haven't come up with anything. I assume a list of population levels, buildings, etc... must be out there somewhere. I'd like to know when my city crosses into a new level.

Growth stage is a function of occupation density. It is not only depending on the size of the building, it is also depending on the lot size. The smaller the lot, the higher the stage.

Deever's list is in that respect not quite correct, since some buildings may appear in more than one stage, on different lot sizes (eg. the Mid-Knight Office Suites).
Despite its building exemplar name, the Wren Insurance only grows as stage 8, though.

I'll demonstrate the differences by listing all Rush Hour stage 8 CO$$$ lots.
The numbers in brackets after some of the names indicate the new stage these lots will get in the CAM (see link in my sig):

Lot Size 2×3:
Barthelet Corporation (9)
Graber Corporate Suites (9)
Simon and Frank Associates (9)
Yates Real Estate (9)
Wren Insurance (9)

Lot Size 2×4:
Barthelet Corporation
Graber Corporate Suites
Simon and Frank Associates
Yates Real Estate
Wren Insurance

Lot Size 3×3:
Brock Furnishing
Brown's Records Inc.
Futa Consulting
Lilliard Audio
Mid-Knight Office Suites
The Galvin Corp
Wren Insurance

Lot Size 3×4:
Cameron Cameras (9)
Khoury Ary Foundation Building
Reamon Plaza
Trottier Trading

Lot Size 4×4:
Cahalene Communications (10)
Hogan Wallace and White Incurance (10)
Hurt Enterprise Headquarters (10)
Lind Entertainment (10)
Pedriana Pharmaceuticals (11)
Van Prooijen Trading (10)

Of the buildings listed above, some also grow as stage 7, on slightly larger lots:

Lot Size 3×3:
Barthelet Corporation
Graber Corporate Suites
Simon and Frank Associates
Yates Real Estate

Lot Size 3×4:
Brock Furnishing
Brown's Records Inc.
Futa Consulting
Lilliard Audio
Mid-Knight Office Suites
The Galvin Corp

Lot Size 4×4:
Reamon Plaza

There are other stage 7 lots available too, but the buildings placed on those lots won't grow as stage 8, only as stage 7, 6, and even 5.

Oh, so that's why! This technical stuff sure made me a bit dizzy but I get it. I guess this also applies to industrial zones, which don't have stages 5 and above if I remember correctly. . . or do they. . .

These principles apply to all RCI types, except farming. The density is the basis for development. If a higher stage wouldn't be denser in population, the lots wouldn't upgrade.

Industrials in RH only have 3 stages, but the CAM will contain 10 industrial stages.
