If it is an archive, use WinRAR.  It is a .dll and it goes at the root of your plugins folder.

No.  If you get the .dll unpacked it just goes at the root of your /plugins folder.  If you can't find a link, you'll have to search for it.

Already check SC4Devotion as suggested but could not find (not a very good search system).

SMStevenms: If you search under neddiggis on STEX there is a list you can download with links to the latest version of all the prop and texture pack on STEX, PLEX and SC4D. I don't think the pack here will ever get unlocked as BSC have moved on.

You need to unzip it and place the file (.dll) in your plugins folder, it can't be in a subfolder, play the game, open the cheat box (Ctrl X) and right click the box, a list of cheats will appear select the one you want (a lit of meanings is somewhere in this thread) and press enter.

ViewWebBrowser [web address] - Opens your preferred browser and navigates to address

PlaceZone [type] [x1,y1] [x2,y2] - Draws zone of specified type (type is an integer) from tile x1, y1 to tile x2, y2
