ANT is a alternate network tool developed by maxis but was originally hidden in the game because it is not complete, the NAM "unlocked" the ANT for use but it has some limitations I would recommend a read of the NAM discussion and development threads

Did you know: Maxis created 46 ordinances for use in SimCity4 however they only finished 16 of them. Since it's impossible to add new ordinances you have to pick one of the unused ones and convert it.

I accidentally plopped the ANT network instead of the road in my city, and all of a sudden my buildings had no road connection. I realised my mistake and demolished it. Why did that happen?

the ANT doesnt allow direct zone access. it works somewhat like a highway, where you need on and off ramps and roads to get zone access. for this reason, there's a ongoing project to convert the ANT network into a Rural Highway Network. you can find details on this project in the Custom Content -> Modding Transportation forum.

    Regarding the ANT,

Is there a way to have it transition to an avenue and then into the rest of the network like real highways, or is it strictly onramp/offramp transitions?

Since the ANT has only two lanes, you can run it into a Road.
