This modd changes the start funds to (Easy) $550,000 (Medium) $350,000 (Hard) $150,000. I've tested this out and there seems to be no problems with it so enjoy.
Please make sure to use this modd only in a new cities, it won't effect existing cities.
And for people who can't be appropriate please dont comment.
