NO ONE is using my roads! PLEASE help ASAP!

Hello! I have a problem and I need help ASAP!! THANK YOU! I have a city with about 6,000 people in it! (Sim city 4) It's my first successful city and I don't want to ruin it:P First off, I got problems. Financial problems? Nah! I'm sexy with that! Residential/Demand problems? CRAP NO! Traffic problem? CRAP *YEAH*!!!! EVERYONE stopped using my roads/streets/railroads once I hit 5,500 people!! D: It says use "mass transit" to clean up congestion! But it's not working. (Well it prob works I'm just not good with designs for streets, road patterns, buss, trains etc...) Anyway, Like I said I DON'T WANT TO RUIN MY CITY!!! PLEASE HELP ASAP!! THANK YOU IN ADVANCE!! I love all you people!! -

Greetings I just finished the second version of Unova, is the region of the latest Pokemon game: pokemon black and white and second versions pokemon black and white 2 this time preferred not to create random mountains, also use a topographical image to create the map but this is not always consistent with the other image so I had to do an adaptation, but in my opinion stay well. finally completed the Hoenn region, is where you develop the games pokémon ruby, sapphire and emerald. This region if it is accurate (see use this reference image) and smooth mountain did to build some cities. Now I'll be working on the second version of Unova. then hopefully this map will like -

Well this is my first uploaded this site, is the map of Unova with basic places CLARIFICATION: is a beta map is not very detailed, it is a quick version, but everything is in place then I'll make a more detailed this map was done in SC4 Mapper is installed as it says here: https://www.simtropolis.com/omnibus/_/SimCity-4/mapping-and-terraforming/installing-a-map-created-by-sc4mapper-r72 For desert textures needed: march sahara's desert terrain or terrain mod. then you'll upload other maps of pokemon, thanks for stopping
