    So, I made my "empire" One wich drills for Coal and Ores, and one that is just a huge place of housing, and one that has all the utilities, Now the utillities city is broke, and I sent a 10k gift from the Drilling one, they got transactioned from the city, I switched to the Utillity one, but I never recived it... How do i fix this?
