As far as the quote, EA's The Sims series (The Sims, The Sims 2, The Sims 3) is very much a sandbox game (there are some differences) and you don't need to be connected to the web to play.   2. This is a great game, even with glitches and all, over time the glitches will be addressed. I hope EA will add the function of playing off-line in the future, it's up to all of us to let them know we want the option of playing off-line! Here is the evidence that EA does listen: The recent announcement of The Sims 4, EA stated that being on-line will not be necessary to play The Sims 4...so everybody let EA know! Happy Simming!
