There is a simple solution here which Putin has obviously taken from Herr Adolf: Drag the country into panic and civil war from afar then come in on the grounds of protecting natives of his own country. Microsoft are (on PCs) forced to allow an alternative option. They do not have to have it preinstalled, nor must they advertise this feature. They only need to allow the program to run, and most things run on x86 Windows anyway.
