I went to the Intel site and downloaded the newest driver, however it said it wasn't compatible with my computer. Anyways, I went to the device manager and clicked on Display Adapters, right clicked on the adapter and chose Properties. I then clicked on the Driver tab and clicked the Update Driver option. It downloaded it and gave me driver version 10.18.14.4029 from November 18th, 2014. The old driver from a year or 2 before that. I then reloaded everything and didn't change anything...like mentioned above...the " C:\Program Files-Games\Maxis\SimCity 4 Deluxe\Apps\SimCity 4.exe" -CPUCount:1 -CustomResolution:enabled -r1600x900x32 -d:OpenGL" or Software or DirectX....I didn't do that...and it seems just fine now with the driver upgrade. -

I want to thank everyone and especially Indianna Joe. It appears the game is fixed. I took your advice and updated my video driver....then reinstalled SC4...and added in all my old files for the game...started the game up and it ran beautifully...no more planes or cars looking like the pics above...they are the way they are supposed to be. So thank you all very much!! -
Well I just reinstalled SC4 off this newer computer....then reinstalled it. I saved the folders and files from the my documents/sc4 folder...and moved them to my desktop. I then put the old files and folders from the older computer and put those in the the my documents/sc4 folder. I loaded up the game and everything was there!! Very happy. Thats everyone! I appreciate the time!!

I recently installed SC4 on my newer desktop. I moved my cities I have done on my laptop and put them on the newer desktop. Everything was going ok...I could see my cities...other than a few graphics issues. Anyways...I decided to uninstall and reinstall SC4 and see if this might help but it didn't. Then I noticed that only one of my cities was showing up. I looked in the folders...they and they had been moved from Berlin to a Download folder. I moved them back...still only see one city. I went back to the folders and the cities are where they should be...just can't see them in the Region screen of the game. Any ideas? Also...I thought deleting any of the mods I installed would help another issue...but they don't seem to have been removed when I reload the game. Do I have to delete the city and start over? Thanks in advance

Also...since my cities were saved on the other computer and moved to this one, Just deleting the files of the hd planes or hd cars won't work, will it? I tried to delete the HD police cars, but they are still there when I do the free ride... -

Ok....so I tried -d:OpenGL and -d:Software. Both are decent...the only difference was with OpenGL...I had to use my keyboard directional keys to scroll around my city. With Software, I was able to use the mouse to scroll around the city. I then tried -d:DirectX and I the planes and cars came back but I was back to square one with missing buildings, ghost buildings or partial buildings. I moved the game mods and stuff from a Windows 7 64 bit laptop where it ran fine....to this newest computer. Not sure what is different that I am having these issues.... -

Ok...so quick update....I tried the command line that Prophet42 suggest...and the buildings now seem to be fine...HOWEVER....now some of the cars and planes are all red, green and blue etc....like in the pic below. Do I need to change something?! -

I was playing SC4 for awhile on another computer. I recently got a newer computer...still running Windows 7. I installed the game on the new computer and added my mods and files from the old computer....which I have done before without incident. Anyways, I started up the game on the new computer and clicked the city I wanted...and when it loaded up...I was scanning across and noticing that some building were invisible...but would be visible if I moved the cursor over them...and then be gone when I moved the cursor away. Or buildings would be partly there...or see through them. I snapped a screenshot. Is there a way to fix this or do I need to reinstall all the mods all over again? Thanks in advance.

Nevermind. I found a program and was able to edit what I wanted.
