    I've have been having the same problem, I have anything the city needs to support Residential suck as hospital, schools, power, water & etc. I have all that in my city and still the residential will not develop.

    This is the City College with a Soccer Field. It a separate lot and does not replace the old City College. I understand its nothing big and fancy, I just downloaded the lot editor last week and Im just starting out.

    [color=#b22222][font=comic sans ms,cursive][size=3]The file is the same file as any other sim city 4 file. It should download fine and move into your plugins file fine also. This is my first job and I was tired of not having a 3x3 playground, there are 3x3's for just about everything but the playground. Now that I know what I am doing I will do a better job!!!!! The game treats this lot as a custom lot and is a separate lot. it does not replace!!!![/size][/font][/color]

    I have not seen a Large Playground / Park, I made one. Used LotEditor, so no Dependence. It's my first time creating my own lot. I wanted t have a 3x3 playground in my city just like the other 3x3 lots. (plaza and others)
