could you help me.the problem is that my town requires too many hospitals, I downloaded one of the city facilities v3 from the stex it has capacity to 33,000 patients.my city has about 2 millioninhabitants, but I have about 30 of them with maximum budget and still are on strike and my populational pyramid changed why?
